Following the receipt of the provincial people's committee's approval of land lease intention , the respective district will issue a decision to form a compensation, rehabilitation and resettlement council (CRRC) to conduct land compensation and clearance processes. The decision will:
- 1) specify the land compensation and clearance processes,
- 2) nominate a deputy chairman of district people's committee as the chairperson of the council,
- 3) nominate members of the council from relevant local authorities, and
- 4) nominate the core member of the council to coordinate the processes and activities.
Either of the following entities at district level can be nominated as core member of the council
- a) District center for land pool development, or
- b) District sub-department of natural resources and environment.
The CRRC will then form a task group for proceeding processes for land compensation, rehabilitation, resettlement and clearance (hereafter called land clearance task group).
There are 10 districts and one city in Binh Dinh province. Quy Nhon City's People's Committee is just an example for reference.
