It is assumed that the construction project cost estimate is VND 44,000,000,000. Then the fee rate for evaluation of fire prevention and fighting is 0.0636.. The evaluation charge is calculated as follows:

VND 44,000,000,000 x 0.0636% = VND 27,984,000.

There are three different formulas for the calculation of appraisal fee for fire prevention and fighting section of construction plans depending on the construction cost estimate whether:

• 1) it is below VND 15 billion;
• 2) it is the same as the reference values stated in Appendix II of Circular 150/2014/TT-BTC; or
• 3) it falls between the reference values.

According to Article 5.2.b of Circular 150/2014/TT-BTC dated 10/10/2014 by the Ministry of Finance, the fee for evaluation of fire prevention and fighting section in the two-step construction plans is divided into two separate payments of 30% and 70% of the total amount at the collection of appraisal results of conceptual plans and then the approval of detailed plans respectively.
