It is assumed that the construction project cost estimate is VND 44,000,000,000. Then the charge rate for evaluation of construction project cost estimate of VND 44 billion is 0.0155 (Tariff for construction project evaluation enclosed in Circular 176/2011/TT-BTC bellow). The evaluation charge is calculated as follows:

VND 44,000,000,000 x 0.0155% = VND 6,820,000. This amount is payable to private individuals or organization conducting the evaluation of construction project whilst the fee for evaluation of conceptual plans is payable to public service agency.

Fee for appraisal of conceptual plan is 25% of construction project evaluation charge as per Article 4.2, Circular 176/2011/TT-BTC.

There are three different formulas for the calculation of appraisal fee of conceptual plans depending on the construction cost estimate whether:

• 1) it is below VND 15 billion;
• 2) it is the same as the reference values stated in Circular 176/2011/TT-BTC; or
• 3) it falls between the reference values.
